Help with old Carbine in Mexico

I am a new member and hope to get some help on an old carbine.

My name is Ramon Barrera, I am a retired FAA Inspector, I have friend in Mexico who has been tasked to restore and old carbine. I belive the model is know as a Rolling Block Carbine Baby, it is at Mexican Military Museum in Guadalajara Mexico.

The status is that they have disassembled it to clean it and restore it. They have noticed the following information:

REMINGTONS ILION N_Y_ U_SA_
PAT MAY 3D NOV 15 TH 1864 APRIL 1716 1866

and a number of "E 83801"

My friend has asked me to find out if the "E 83801" is the serial number?
Also about the PAT date, I believe it means the patent date, yet the format of the date is confusing to me, can someone please explain this to me?
Can the date of manufacture be established from the information provided?

Any other tips or guidance on restoring this old carbine would be appreciated.
