Did you mis-type the date? Did you actually mean 1968?
Because, if you meant 1958, there are several "problems" with your post.
The Model 700 was not available until 1962.
Winchester first released the .264 Win Mag in 1958 in their Model 70 and it wasn't available in a Remington Model 721 until several years later......like 1960 or 1961.
I have a Model 721 in .264 Win Mag that was made in 1961.

The checkering style you describe was available in the 1960s in the standard, factory BDL models in an "impressed" checkering (although it would have probably been available from the Custom Shop).
