Wow! Interesting gun. Your M/12 was made in 1911. The barrel was replaced later. That is obvious sine it has a 1912 patent date on the barrel. Also the only year The M/12-A made a 22 SHORT ONLY was 1935. There could be exceptions give or take a year but no more than that. It may have started it's life as a gallery gun...
Value? I wouldn't hazard a guess. Parts guns do not bring much.

Those letters can't be a date code. The "H" could stand for 1939, but the "T" isn't in the formula so it must just be inspection stamps.

I'm quite sure that Rem does not have those records.

It looks like a proof/testing/inspection mark. Remember that the barrel was no doubt removed from another rifle and added to yours.

Also no date code on the barrel so it must be pre 1921. It also says UMC on the barrel.
