You have discovered the great secret. The reason Remington barrels are better. They do not actually measure exactly 26", or 28", or 30".
You may also have a barrel someone cut. I bought a 30" 3" Steel Shot barrel and had it shortened to approximately 28" and the RemChokes re-installed. Because they don't make a 28" and that's what i wanted.

Seeing your post, I decided to go measure the 26" barrel I bought (new) about 20 years ago for my 1968 vintage 870 (because I wanted one with interchangeable choke tubes). Anyway, my tape measure looked just like yours does in the picture.......it measures 25" to the front of the receiver.
So, I don't think yours has been modified, shortened or otherwise altered.

I got curious and pulled out my older 26" fixed choke (Imp. Cyl.) barrel and it measures the same as the one with the choke tubes. I then measured my original 30" full choke barrel and it measures 29 1/2" to the same point of measurement.
