11-87 Gas Cylinder Collar

Have owned a number of 1100's but the 1187 I got for my grandson is the first one of those I have owned. How is the gas cylinder collar supposed to be installed? Can it/should it be glued or staked into the forearm? I don't like the way this one seems to float around on assembly/diassembly.

It isn't held by anything to anything else, but is trapped between the component parts. It's only on the wood stocked models to help protect the fore end from the gasses. Never seen a problem with one. I wouldn't be too quick to reinvent the wheel.
What could have happened... did.
