Sounds like you have an early example (metal forearm cap and E.Remington on top of the bbl) of the No 2 Rolling Block. If the bore has rifling and no serious pitting it should be shootable. Have a gunsmith that is knowledgeable about old firearms check it out. I would suggest using only .22 standard velocity ammo in it. I bought one several years ago with the intention of having it relined. The bore was slightly rough from old black powder .22's. It shot std velocity .22's well enough for plinking so I left it the way it was. Takes a little longer to clean the bore due to the powder fouling having extra places to lodge but there is no leading. Whether it would qualify for silhouette shooting???????
High velocity .22RF ammo came out long after the No 2 Rolling Block became extinct. Be nice to old things!
