Someone used to do "conversions" like this, but I can't remember who off hand. I believe the cut and swaged down the barrel and mated it with a 28 tube. Been a long time.
What could have happened... did.

Back in the days before Remington offered 28-gauge and .410-bore Model 1100s, Simmons converted 20-gauge Skeet Guns to 28-gauge or .410-bores.

The Simmons conversion is a 28 gauge barrel inserted in a larger breech section. A Claude Purbaugh conversion is a 28 gauge liner inside of a full length 20 gauge Remington barrel. I think the internal action and magazine conversions are similar. The Purbaugh conversions often have no markings with his name. The Simmons conversions are usually marked on the barrel.
