That is not a shear pin, that is a roll pin. Shear pins are made brittle because they are designed to break clean at a specific stress. Roll pins are tough. Yes you could you a properly sized roll pin. My 63 has a solid pin the protrudes like the roll pin.
What could have happened... did.
