Why don't you check the barrel code and see when it was made.

As mentioned, the 7mm Express Remington is the same thing as the .280 Remington.
However, the 7mm-06 was/is an old wildcat cartridge based on a necked-down 30-06 case and has some dimensional differences from the .280/7mm Exp. (apparently Remington had a brain fart when they stamped some of them as 7mm-06 because the actual cartridges are not the same and they realized that after they had already stamped and shipped some of them)
On an original factory Remington, the "7mm-06" is a rare stamping.

I have a 700 BDL in 7mm Exp. Rem with a barrel code of "B A" (Jan. 1980)

Actually the factory stamped remington 700s stamped 7mm-06 are the same thing as the 280 and the 7mm expresses. The only farting going on was the people trying to load there made up wildcat loads into Remington 7mm-06 rifles. They changed the name of the caliber so people would not confuse the two. It was a little silly. The rifles do show up quite a bit among collecctors, and more times then not they are new in the box. Remington tried to recall all of the and they would replace them with a new rifle to try to eliminate liabilities of people loading the wrong 7mm-06 cartridge in it, but they were not very successful in recovering them. There is also factory stamped, factory, in factory boxed 7mm-06 ammo out there as well.

I have a shooter marked XQ and the highest serial number I've come across so far with the 7mm-06 stamping.

No offense, but that is a full year from the original fubar of the 7mm-06 stampings! 7mm-06 stamped rifles were assembled for the 1979 model year in late '78 and MAYBE into January of '79, but no recorded sightings have been confirmed for the '79 year. Seems unlikely that a year later one would be made.
